We have no email recovery — we don't collect email addresses. But nothing can be lost: create a new account and link the same Steam to it. The new username and password move onto your old account, the empty new one deletes itself, and your gifts, badges, reputation and history stay exactly where they were.
The same Steam can move between accounts once a week — that's the anti-hijack guard. And it has to be the Steam the old account used.
