Giveaway & “Wheel” Rules

1. General provisions
The organizer of the giveaways and the “Wheel” is individual Ilya Igorevich Tovstogray (the “Organizer”, contact: foreign.tubers@gmail.com). Giveaways and spins of the “Wheel” are free promotional activities and are not a lottery within the meaning of Federal Law No. 138-FZ of 11.11.2003 “On Lotteries”, and are not gambling: participation requires no fee, purchase, or other property contribution, and the prize pool is provided by the Organizer.
2. Participation
- participation is free and voluntary; to take part you must be an authorized user of the Service aged 18 or over;
- an individual giveaway may have additional conditions stated on its card (e.g.: a minimum Steam account age, a minimum/maximum number of games in the library, participation in a specific event);
- a single user enters a single giveaway no more than once.
3. Prize pool
Prizes are digital goods (Steam game activation keys and the like), as well as the Service's internal rewards and badges. The specific prize is stated on the giveaway card or in the “Wheel” description. No cash equivalent of the prize is paid, and the prize is not substituted.
3.1. Member-proposed giveaways
A user of the Service may propose their own giveaway. Such a giveaway is published only after review by the Organizer and is marked in its card as member-proposed, naming its author. The Organizer reviews the proposal for compliance with these Rules but does not verify or confirm the existence, authenticity, or validity of the prize.
- where the prize has been handed to the Organizer in advance (an activation key stored in the Service in encrypted form), delivery to the winner is performed by the Service automatically; the card states this explicitly;
- where the prize is handed over by the user themselves (a Steam gift, in-game items and the like), the Organizer is NOT a party to that transfer, bears no responsibility for it, and does not compensate its value. This is stated explicitly in the giveaway card before entry;
- should the user fail to hand over the promised prize, the Organizer may apply the measures set out in the liability section, including restricting access to the Service;
- the draw in such giveaways is run by the Service under the same verifiable scheme as the Organizer's own giveaways; the author does not influence the outcome and does not take part in their own giveaway.
4. Timing
The period of each giveaway is stated on its card (start and end dates). The “Wheel” runs periodically; each user gets one prize-yielding spin per calendar month.
5. Winner selection (fairness)
The winner is determined by a verifiable (provably-fair) algorithm. Before entries open, the hash of a random seed is published, and after the draw the seed itself is revealed. This lets any participant verify for themselves that the result was not altered after the fact. The Organizer does not influence the outcome after the hash is published.
6. Receiving the prize
The winner is notified via an in-Service notification. The digital prize is delivered through Steam or another specified method. The Organizer may request confirmation of compliance with the entry conditions. If the winner cannot be reached within a reasonable time, the Organizer may re-draw the winner.
7. Taxes
Under the laws of the RF, the value of gifts and winnings, to the extent it exceeds 4,000 rubles per calendar year, may constitute income subject to personal income tax (NDFL). The obligation to declare and pay tax on prizes of nominal value rests with the prize recipient themselves. The Organizer does not withhold tax on prizes of nominal value.
8. Miscellaneous
The Organizer may change these Rules and cancel individual giveaways by posting the information in the Service. Questions about giveaways: foreign.tubers@gmail.com.
